reporting EARL results to the DAWG

As per my action, I've wrapped a bit of explanatory text around Chime's 
example EARL results and put them up in our Web space at:

   http://www.w3.org/2001/sw/DataAccess/tests/earl

Comments welcome, as this is a rough first version. Still, combined with 
the overview page, I think we've got most of what we need in place to 
begin asking implementations to contribute test results.
