proposed CR transition request

hi everyone,

is the latest CR transition request. Some dates still need to be worked 
out based on publication dates, but it should be in pretty good shape. 
Please take a look at it and we'll go over it on Tuesday's meeting before 
making a decision to request advance to CR.
