announcing new chair

Folks,

Starting 1 January, Lee Feigenbaum of IBM will be the new chair of  
DAWG. I'm sure you'll join me in welcoming Lee to this new role and  
will work w/ him to help make SPARQL a success.

Lee has agreed to chair our remaining two meetings this year in order  
to get his feet wet.

Finally, I want to thank everyone who helped me during my tenure as  
DAWG chair.
