Editing rq23 for BGP matching

There are no @@'s in the current editors' draft v 1.618 for section 2.5

Currently, the restrictions to simple entailment for SPARQL v1 are:

1/ E = simple entailment.
2/ The scoping set is the set of all IRIs and blank nodes in G'.

I haven't been back over 2.2 definitions to check for consistency yet [*]

[*] Pat - your question about pattern solutions and query solutions.

Pattern solutions are concerned with matching single graphs.

Query solutions are the top level concept that are about matching datasets, 
not graphs.
