spreading comment status into editor's drafts

The LC comment audit I was keeping in
is more trouble than it's worth.

In a desparate attempt to figure out something better,
I'm editing the status section of the editor's drafts
to enumerate the comments that I think are outstanding there.

The SPARQL results format was easiest:

Status of This Document
This is a live document and is subject to change without notice. It
reflects the best effort of the editor to reflect implementation
experience and incorporate input from various members of the WG, but is
not yet endorsed by the WG as a whole. 

The Changes appendix shows the differences between this document and the
previous version.

Outstanding comments include:

     1. SPARQL Results Format and Unbound Variables

The status for QL and protocol are more involved... some of them
are connected to open WG issues and so on. But I'll be committing
something there presently.
