SOAP extensibility (WSDL question)

One axis of debate in the semantics discussions seems to be the "one graph 
named by URI, choice of semantics" vs "one service end-point = graph+semantics".

Can we loosen the SOAP form to allow additional parameters?  At the moment, 
the WSDL is prescriptive as to the arguments allowed.
