That's mostly a skeleton. I still haven't articulated a goal.
I'm about done for the day, though.

My best idea so far is to put together a WBS survey to
find out where we are on all the issues. I only got
2 of the issues done so far, but you can take a look:

EricP, if you would, please help making a question for
each open issue, with an option for each proposal you're
aware of. If you start at the other end of the issues
list (useMentionOp) that should reduce contention.
