Feedback on decimal syntax

Section 19 asks for feedback on at-risk features:

Regarding this at-risk feature: 

    To align with the decision of RDF-WG to require at least 
    one digit after the '.' of a decimal written in short
    form. A decimal would be 18.0, but not 18., which would
    tokenize as an integer and DOT.

I am in favor of this change.
