change of shortname

Dear DAWG, 

having just typed w3.org/tr/sparql into my address bar and gotten a
failure, I would suggest that your rdf-sparql-query is not an optimal
short name. 8-)

I would suggest that at least one spec should reside on /TR/sparql, or
maybe a short document acting as a set of pointers to sparql-related
specs.
