The "A=B" and "A!=B" are not allowed for strings?

I wonder in the table "SPARQL Binary Operators" in Sec. 11.3, why the "A=B"
and "A!=B" are not allowed for xsd:string and simple literal, while the <,
>, <=, >= are allowed?
