JSON-LD API 1.0 - Patch to add dependency resolution and cycle detection to context processing algorithm

Attached is a patch to the JSON-LD API 1.0 spec to fix a dependency 
resolution and cycle detection bug in the context processing algorithm 
(and related IRI expansion algorithm). A readable version of the patch 
(and pull-request) can be seen here:

Since I'm not an RDF Working Group member, this patch is being sent to 
this mailing list to ensure that the IP and patent coverage statements 
for the RDF Working Group apply to the attached changes.
