Hearing no objection, I implemented Richard's proposed adoption of the IRI-safe function per http://www.w3.org/mid/20120201003753.GA8387@w3.org .
I also added a normative ref to R2RML and adopted much of Richard's SOTD text. (I have never seen <h4/>s in an SOTD, but I think it makes it a lot more readable).
