Files for writing specs using XML

I'm enclosing a bunch of files.
The .xml file is the source.  It includes the .dtd file which validates 
the syntax and does some other nifty stuff.
After you have the source correct, you run it thru a XSL processor using 
the .xsl stylesheet.
You can use any XSL processor you like.  For example the free version of 
SAXON or msxsl.
Please try this.  I may have missed some files.
