I'm pretty sure I have questioned these tests in the past because the spec does
not require a processor to provide a way of setting the static base URI to
"undefined" (or "absent").
However, given that the error can occur in real life, we don't seem to have an
error code to cover it. It clearly should be a dynamic error rather than a
static error in the general case, and we don't have a code corresponding to "it
is a dynamic error if evaluation of an expression relies on a component of the
static context that is absent".
