[Bug 15453] [F+O3.0] [editorial] Regex syntax: two versions of production rule [9]

https://www.w3.org/Bugs/Public/show_bug.cgi?id=15453

Michael Kay <mike@saxonica.com> changed:

           What |Removed |Added
----------------------------------------------------------------------------
             Status|NEW |ASSIGNED

I have fixed these two problems editorially. I have combined the two changes to
the "atom" production and show the combined effect on both the XSD 1.0 and XSD
1.1 versions of the production (which are only editorially different).
Similarly, for the change to Char, CharClass, quantifier and SingleCharEsc I
have referenced the corresponding change to the XSD 1.1 baseline.

(There are essentially no differences in the regex language accepted by XSD 1.1
and XSD 1.0, but the rules have been slightly refactored.)
