For the time being I have renamed the test set to

prod-OptionDecl.serialization

to restore the link with naming of productions.

Some of the tests are testing things in the serialization spec rather than in
the XQuery spec. I don't think we need to worry too much about that
distinction, but if we're going to start testing serialization systematically
then I think it should probably be a new top-level category.
