Summary: comp-elem-bad-name-1 should also accept XQDY0074
           Product: XML Query Test Suite
           Version: 1.0.3
          Platform: All
        OS/Version: All
            Status: NEW
          Severity: normal
          Priority: P2
         Component: XML Query Test Suite
        AssignedTo: benjie.nguyen@gmail.com
        ReportedBy: josh.spiegel@oracle.com
         QAContact: public-qt-comments@w3.org
             Group: XSLXQuery_WG

Test comp-elem-bad-name-1 expects XQDY0096 (the node-name of constructed
element uses the prefix xmlns). An implementation might not define the prefix
"xmlns" in the statically known namespaces so I think it is OK to also raise
XQDY0074 (name cannot be converted to an expanded QName).
