While on the subject, we noted a mail message (October message 0155 from
Matthias) asking whether get-environment-variable should be renamed without the
"get-". Decided to do this.

For parse-xml() decided should accept () and return ()

For serialize(), decided to accept item()* and handle it (using sequence
normalization) as specified in the serialization spec.

Also discussed how one might parameterize parse-xml() (and doc() for that
matter) to control the way the parsing operates. Adam Retter took an action to
pursue.
