I don't think the proposed Note sufficiently clarifies what "import schema"
does. In particular, it leaves the text still completely confused about the
distinction between a schema document (which has a location URI and a target
namespace) and a schema (which has neither).

I have opened a new bug #7737 to address this specific issue.
