I propose to add two statements to the specification:

(1) the result sequence contains no duplicates

(2) the order of items in the result sequence is implementation-dependent

Since (1) might be considered by some to be a technical change in the
specification (there is nothing at present which explicitly requires duplicates
to be eliminated) I am raising the priority back to "normal" to get WG
endorsement for this resolution.
