Because the reader can not easily determine what is and what is not a vacuous
expression without reading the entire specification and thinking about it. 

Because someone designing a test suite would have a hard time determining the
complete list.

Because searching for terms like "is a vacuous expression" in the text also
apparently leaves out some instances, like the one you just cited.
