My proposal was to use the phrase knowing that it described behaviour that
would not be fully interoperable. This is analogous with the pessimistic static
typing rules - implementations that can make better inferences than those
defined in the spec are allowed to do so.

Of course, if someone can come up with a better proposal, I'd jump at it. This
is the best solution I can come up with.
