The XQueryX version of this test has been removed from the test suite. This was
also caught in Bug #4773.

The XQuery version of the test has been changed to:

   xquery version "1.0" encoding "999-UTF-8-*";

   (: Description:Evaluation of version declaration, for    :)
   (: which the encoding does not conforms to "encName" from XML 1.0. :)
