Working group believes that this is an important use case.   Requirements
document has been recently published at
http://www.w3.org/TR/xquery-sx-10-requirements/.  It describes a planned XQuery
extension that should address this issue.

At the same time, as was noted in comments, in particular in comment #1, this
is not a valid XQuery 1.0 bug.  We have voted to close this bug.
