I'm uncertain what the test suite has to do with the need for the fts
namespace. Do we expect that the functions that appear in the spec will be
(normatively) provided by implementations?  If not, then I don't understand why
the namespace has to be grounded.  Isn't it analogous to the fs namespace in
Formal Semantics?  (Or am I missing something really obvious?)
