The suggested resolution as written is a bit misleading on this I agree. I
believe
that the basis for the proposal in comment #23 still apply here. We are just
looking for a way to deal with the issues with how static environments collide.

So more precisely:

 -- we still need to distinguish imports within the same namespaces from other
imports (in the spirit of comment #23) so that the "exported context" for a
given namespace will be computed at once.
 -- in addition that "exported context" will be computed based on the approach
suggested in comment #29.
