[FT] mailto links

If you want the prefix [FT] used on subject lines to reference the 
fulltext drafts, then set the mailto link so this happens automatically; 
e.g.

  <a 
href="mailto:public-qt-comments@w3.org?Subject=[FT]">public-qt-comments@w3.org</a>

This saves users time, and make it more likely that the right prefix 
will in fact be used.
