[XSLT2.0] Value of Variables and Parameters

Dear XSLT WG,
 
Section 9.3, Value of Variables and Parameters, contains the following
snippet.
 
"a new document (referred to as a temporary tree) is constructed with a
document node having as its children the sequence of nodes that results
from evaluating the sequence constructor"
 
The issue that I have is that sequence constructors can create atomic
values and the above snippet does not provide a prescription for how
atoms become incorporated with the document node.
