[F&O] CER-10 extract-match

In http://lists.w3.org/Archives/Public/public-qt-comments/2004Feb/0830.html you requested the addition of an 'extract-match'
function that returns the matches of a regular expression.  The WGs considered this request in the Cambridge meeting and
declined to add the function.

I hope you can live with this desicion.
