FS comments by Microsoft

This marks the end of our comments so far.

We have not reviewed section 5 yet and only have reviewed a small part
of section 6. Since most of our people will be busy/on vacation for the
next couple of weeks, we will not send more comments before mid-August.
We assume that technical issues discovered at a later date will still be
reviewed by the WG.
