I don't think I understand the question. You can only get a QName into
an element or attribute by validating, and validation uses the namespace
context established by the namespace nodes of the document being
validated. It doesn't use namespaces from the static context, except
insofar as active namespaces in the static context are used to create
namespace nodes during element construction.
