Re: three questions regarding library modules

This is a response from the XML Query Working Group, which has 
considered your request.

You have a point - this aspect of our design is indeed asymmetrical, 
since library modules can only declare functions and variables in its 
target namespace, but main modules can declare them in any namespace.

However, we have a stable design that does not seem to be causing 
implementors or users any difficulty, and we are very reluctant to 
change it at this time. Therefore, we have decided to close this comment 
with no action.

Please let me know if you feel this resolution is unacceptable.
