attribute declaration. ": 

This is confusing. Why should this be used as a schema lookup? Shouldn't
this be part of the schema import and inference results and denote
something along the line of 

element a == element a of type xs:anyType?! 

Also affects the example and others: 
The following is a reference to a global attribute declaration
  attribute sizes

Especially with the resolution of the ISSD lookup semantics, we think
that the static type system should use explicit types and use another
syntax in the static type system for references such as ref a/ref-attr
a...
