[FS] IBM-FS-104: fn:min, fn:max need to accept date/time arguments

Hello,

The following is a comment from IBM on the Last Call working draft of
Formal Semantics.

Section 6.2.6

The paragraph before the first inference rule states, "When the function
variable F is fn:min or fn:max, the target type T must be one of
xs:decimal, xs:float, xs:double, xdt:yearMonthDuration, or
xdt:dayTimeDuration." However, according to F&O section 15.3.3 and
15.3.4, these functions also accept arguments of type xs:date, xs:time and
xs:dateTime.

Thanks,

Henry (on behalf of IBM)
