The substring-before (7.4.8) and substring-after (7.4.9)
functions, when no collation is specified, should use the Unicode
Codepoint collation rather than the "default collation" as in
XPath 1.0.

This comment is analogous to FO-LC1-142 for starts-with, contains,
and ends-with.
