use-cases updated ?

on front page:
   # XML Query Use Cases  (updated), last release 12 November 2003

But inside, one reads:

   This version of the Use Cases document corresponds to the XQuery Working Draft released
   **on 22 Aug 2003.**

is it a joke ?

indeed, many decimal ou double values in the use-cases still have the trailing ".0"
while the latest F&O specifications ban it.
