RE: MS-FO-LC1-053: Cut note in 9.2

The F&O is based on XML Schema 1.0 and our extensions to what is
considered built-in for XQuery.

XSD 1.0 is not going to add the types. That it may be added in XSD 1.1
is irrelevant for the purpose of the F&O spec. Thus we can remove the
note...
