RE: MS-FO-LC1-062: fn:resolve-URI and unnamed namespace nodes

The usage "unnamed namespace" does not occur in the description of
fn:resolve-URI (the wording may have been changed as the result of an
earlier comment) but it does occur in fn:resolve-QName.  I'll change
it so that it is less confusing.
