16.5.3 unparsed-entity-public-id()

States that "" is returned if there is no entity of the specified name.
It probably should also state that "" is returned if the entity has no
public identifier (this situation doesn't arise for
unparsed-entity-uri()
as the SYSTEM ID must always be given).
