Update to XHTML Basic 1.1 DTD for Markup Validator

Hi,

With the release of XHTML Basic 1.1 as a second edition, the DTD for
that version of XHTML in the Markup Validator needs to be updated (since
it adds support for the lang attribute); XHTML Print 1.1 was also
updated and may also need a DTD sync (I haven't checked).
