Good question. I think the answer is "yes and no". I don't wat to add  
a relative link to translations.html because I don't really want  
anyone to think jigsaw.w3.org/..../translations.html has the latest  
info.

But making an absolute link to qa-dev sounds like a good idea, doing  
that now.
