validator 0.8.3 ready for packaging

Hello,

As some of you already noticed, version 0.8.3 of the markup validator  
went live today. It is mostly a bug fix release, with a couple of nice  
new features thrown in but I'm not aware of any new dependency since  
0.8.2, so hopefully this should not be too hard to package. I suggest  
waiting for a few days - maybe there will be a big problem we did not  
foresee - and start packaging.
