<Proxy> in validator's default httpd.conf?

Hi all,

Anyone knows what the <Proxy> section in validator's default httpd.conf is 
for?  It was added here:
http://dev.w3.org/cvsweb/validator/httpd/conf/httpd.conf.diff?r1=1.28&r2=1.29

...but the related commit message doesn't mention it at least in a way I'd 
understand it ;), see rev 1.29 at:
http://dev.w3.org/cvsweb/validator/httpd/conf/httpd.conf

<Proxy> is available only in Apache >= 2.x, and somehow it doesn't sound like 
the right thing to have in the default config in the first place.  Am I 
missing something?
