[server] apache2 upgraded, php hiccup fixed

Hello,

The qa-dev server (and thus edutf.webstandards.org) was broken today,  
following a daring upgrade in the debian distribution. Notably, the  
upgrade completely broke mod_php support: http://bugs.debian.org/cgi- 
bin/bugreport.cgi?bug=386581 (as well as changing a couple of things  
with mod_proxy and other modules)

I think I managed to clear all the issues (using php5-cgi and  
mod_action), but if you notice anything broken (php or otherwise),  
please get in touch with me.
