In a meeting at this time. 

I will summarize my point of view here:
- The WP will have serious difficulties working in parallel on EPUB 3.2 as a REC and WP for audiobooks (a.k.a audiopub). Even if two sub-groups are created, there will be an issue with splitting the time of the chairs, plus Matt and Ivan. I suspect that focus will be on the WP re-chartering and this will not be in favor of the audiopub project. 
- In the CG, there are many people also in the WG currently; if these people focus on EPUB 3.2 REC, work will be on hold on listing EPUB 3.2 interesting features. But this work on feature is a requirement for getting EPUB 3.2 REC
- EPUB 3.2 REC means that EPUB is perceived as a Web standard, especially by the TAG. There is a big question mark here as EPUB is not a Web standard; it's a publishing industry interchange standard. 
- After EPUB 3.2 is REC, which group will deal will errata and potential evolutions? CG or WG? see https://github.com/w3c/publ-epub-revision/issues/1158 <https://github.com/w3c/publ-epub-revision/issues/1158> for a first discussion about such errata (or evolution). 

Because of the limited number of people available in the different groups (WG, BG, CG), I advocate postponing the project to re-charter the WG + start studying EPUB 3.2 REC. We can still contact the TAG and get their advice about EPUB as a Web standard or not (fewer people will be involved). 
The WG could therefore focus on audiopub.
The CG could therefore focus on EPUB features on which UAs would be tested against. 
After this is well advanced and if the TAG has approved the idea of EPUB 3.2 REC, then we'll be able to deal with this EPUB standardization efficiently.

Note that Japan has adopted EPUB 3 for a long time and EPUB 3.2 is fully compatible with the EPUB 3.0.1. Plus Japan has adopted the EBPAJ profile of EPUB and won't move from this profile in the short term. The adoption of EPUB 3.2 in Japan is therefore a marketing issue, not a technical one. I don't see why it should become suddenly the focus of the global publishing industry.
