This proposal is better. The main concern I had was about complexity of managing elected steering committee in volatile structure where all task force leads were proposed as steering committee members.
This structure provides a better balance by proposing the steering committee members that are stable and are not dependent on shorter term task forces.

The Publishing BG has decided by consensus at our 30 Jan 2017 call to put forward a slate of candidates for the new Steering Committee, as recommended by the co-chairs to help reshape that group into a cross-group coordination body.
This new Steering Committee will consist of the co-chairs of the Pub BG, Pub WG, and EPUB 3 CG plus leads of certain task forces of the PBG.  
Strategic decisions will be taken in the PBG as a whole, not by the SC. 
This is somewhat of an experiment and so we are not proposing to amend the charter at this stage.
 
You are invited to provide email feedback on this call for consensus within the next 72 hours (by 3pm on Friday Feb 2 US ET time). 
 
If you approve that the PBG be considered to have elected, by consensus, the proposed slate as the new Steering Committee, each to serve a one-year term (to be considered resigned if their chair/lead responsibilities change), please reply +1. If you disapprove, please -1, neutral 0.
