Hi DPUB SC Members,

There has been some more conversation/proposed-tuning of the DRM (or not) text for the Charter.

I think Matt has come up with a version that seems to make everybody happy, and is better than the wow-that's-a-mouthful version that I came up with during out London meeting.

and (hopefully) "bless" the new suggested text, then Ivan can get it formally included in the draft charter.  (Note that "Right" should be "Rights", but other than than, I hope it's fine)
