Re: Added a proposed mission statement to the charter

I have committed a new version to the same pull request, figuring
Liisa's version. This seems to be accepted by the majority of the
commenters. I would like to accept this pull request, say, on Monday
(dreadful local hotel network permitting:-), to move on.
