Reasons:
- the naming issue is not only bikeshedding as the short name is used in the media type. I agree that the LPF naming is probably too generic (lack of "publication").
- I'm concerned about the dependency to Web Publications, which was published as a note mostly for archival purpose, but wasn't finalized. 
- I'm not voting -1 mostly because it’s a Note so it can always be updated and fixed later.
