Hi All,



Josh reorganized the Publishing Use Case and Requirements document [1].



This branch rearranges the existing requirements (largely unchanged) into new sections that should improve readability and better accommodate forthcoming requirements. It looks like a major overhaul because a lot of things are moved around, but there is little rewriting.
